Indeed, you must reinstall the licenses.
Many people have fallen into this trap with
backup/restore.
Not sure about Win, but on Linux/Unix machines, the license
daemon checks at least the time stamp and, AFAICT, the i-node
number of the license files.
So, unless you are doing bit-for-bit(imaging) backup/restore,
you will always need to reinstall.
Note for later MF versions, this also applies to the
runtime licenses.

It's implied by:

If the database is deleted or damaged, you have to recreate it by
reinstalling licenses using the aslmdbrecover utility.

(Server Express 4.0 SP2 documentation set, Deployment Licensing Guide,
Introduction, "The License Database")

Similar text appears elsewhere, including for the development system
license database.

I don't know where this was covered, if at all, in the documentation
for older product releases.
