I'm not sure how germane this is to your comments, but about 25 years ago
the major local newspaper here went to both the county sheriff and the major
metropolitan police chief, and asked them what one thing could be done to
most help them prevent crime. Each of them said "If I could lock up these
100 people, and keep them there" and produced lists. The two lists were
almost identical.
