It certainly seems that way, Mr Mclean, and those who have been called 'decent citizens' have said they consider it to be a blight and a stain upon a good nation's escutcheon. It has been suggested that if one expects perfection in matters in which humans are involved one might be disappointed... but it seems that this suggestion has not made it to some corners of the globe. Apparently none of international law, the Constitution, U.S. law, military code of justice, nor war laws apply if the big guy says they don't and can back up his claim by force. Which can be said about any rights, unless the little guys together are willing and able to make the big guy change his mind.
