He "nearly" kept his promise, after all, he did not run naked down the
street. Another pol that reinterprets his promises after election day.

birthday suit" in this BBC story:

I _may_ have seen him also in the swimming pool, but I remember the
one guy which I think he was only fully clothed, always with a big
smile.

In American football, a naked bootleg is a play where the quarterback
runs with the ball in the direction of either sideline behind the line
of scrimmage without a blocker.
