The first result is

plenty of Perl examples at the bottom.

http://www.perl.com/pub/a/2001/12/19/xmlrpc.html also seems
interesting.

Basically, it seems to all rely on Win32::OLE. But Active Directory is
also an LDAP server and DNS entries.
