Now that you mention it, it does seem like homework...  Or, perhaps
he/they want to emulate a behavior from another app.

I am still intrigued by what attributes might refer to in "sends a
packet ... with certain attributes."  Perhaps I need to refresh my
knowedge of network packet transfers.
