Padding Spaces

I'm having a problem with my output file in my latest program.  The output r
ecord is to 460 characters.  The actual data records ends at character 435. 
 In the past when I stated my record length is 460, that is what I've gotten
.  Now the records are ending at 435 no matter what I do.  Is there somethin
g I can do to correct this problem?  I'm stumped.
