Bug description:  no documentation on walk_to_top parameter in apache_setenv
 or apache_getenv

Description:

The function apache_setenv has a boolean parameter walk_to_top, as does
apache_getenv.

There is no documentation on what this parameter does, how it alters the
results or what it means.  It is simply listed as a valid parameter.

A google search for walk to top didn't turn up anything obvious and it
does not appear to be a commonly used apache term.
