Cobol - XP Question

I've recently upgraded my computer to XP Professiolnal.  I'm not attempting 
to write a Fixed Length Line Sequential output file, where the end of each l
ine is space filled.  My output file is now a varing length when I view it i
n any text editor.  I'm sure this has a simple solution but I've been trying
 everything I can think of to correct this problem.  I never had this proble
m in Windows 98. 

I'm using Netexpress 3.0.
