Error Launching FTM

On my WinXPSP2 box I get the error:

VBScript: File Transfer Manager

There was an error launching File Transfer Manager
Please Try again later or contact help provider.
|OK|



I've followed the instructions for the FTM workaround, and that doesn't
work. When the above dialog displays, the SP2 bar doesn't show up.

Additional Steps I've tried:
-Deleting "DLC Class" from C:\WINDOWS\Downloaded Program Files. Once I
did this that the SP2 bar did drop down and I was able to follow the
instructions in the workaround (and apparently successfully installed
the FTM), but when I try to download an image, I get the above dialog again.
