Who does their JCL, OCL, scripts, etc.? Who codes their utility
statements?

Narrow is considering that we only code in COBOL. I would say that 99%
of the old guard here will program not only in COBOL but also on all
those "assessories" like JCL, scripts, REXX. Some of these will most
probably have done something in assembler on the old days, and many of
these now also program in other languages such as C/C++, VB, Java,
Pascal, and even others.
