How to verify an email address (by sending email)

I am writing a perl cgi that should accept new members, to validate their
email address I want to automatically send a mail to that address with
a "verify-link" that the user can click.

This is standard stuff that I have seen all over the web, but I have not
found any code snippets to help me.

I have not found any clues on the mailing lists either (but a whole lot of
information about (not) validating without sending an email).
