stored picture and non-stored picture in H.264

stored picture and non-stored picture in H.264
while i read JVT-I049d0, i can't understand
what does "stored picture" and "non-stored picture" mean.
(they appear 2.6 Rate Control)
is there anyone who can explain about them?

please help me~
