you can try something like this:

{section name=rows loop=$Photos start=1 step=4}
<tr>
{section name=cols start=$smarty.section.rows.index loop=$smarty.section.row
s.index+4}

<td>{$Photos[cols].Filename}</td>
{/section}
</tr>
{/section}
