Uses of names
Hi PEAR Quality Aficionados :) !

It is well known that the name PEAR is, as PHP,
theorically not usable in the naming of a project
(inclusive PEAR's packages).

You may say:
"this is FOOBAR powered BY PEAR"
You may not say:
"this is PEAR_FOOBAR"

Question: Are you allowed to say FOOBAR ?
Examples are eBay, Yahoo ....

Should not the package's devs ensure this name is usable ?

What are the implications on the licenses ?

Please, answer only on this very topic: uses of names.
