COM doesn't start

I've written a COM DLL on Delphi. It was successfuly started in different co
mputers but on a server where it'll be used it doesn't starts. It's for PHP 
using and it raises an exception, I've tryed from VB and it doesn't starts t
oo. Tell me please how to make it working.
