What is the best FREE photo gallery with VOTING other than Coppermine?

Just set up MYSQL and PHP and am looking for a good gallery program
that allows users to sign in, upload photos and to have other rate
them or vote for their favourite photo, and shows possibly the top 10
images viewed... I've tried Coppermine several times but it doesn't
want to get past the 1st screen during the install process.  I've
confirmed my MySQL and PHP are working correctly, and I've set the
permissions on those files which require write access correctly.
