Mirror change

Hello!

lv.php.net no longer points to the.cietnis.lv. It should point to
mirror.php.lv. Also - sponsor has changed to "DMMC"
(http://www.dmmc.lv/).

Please, make appropriate changes in DNS.

Well, mirror.php.lv gives a 403, so I am not about to change the DNS,
since it would not solve anything. Please fix the new site.
