new lead for pear xml rpc
Hi Stig:

PEAR's XML RPC package seems to need some TLC.  There are 15 open bugs,
some of which seem significant and/or have patches.

Someone I know through the NYPHP user group ran into one of them.  He's a
good guy and is interested in taking care of the package.  Can we bring
him on board as lead under my tutilage?
