The troops on the ground don't WANT to be out of harm's way - they don't WANT to be home. The reason the JOINED them military in the first place was for the opportunity to kill people and break things. Very few people would become firefighters if they were guaranteed they'd never have to ride on the fire truck. These same people opine that, if we hope to have an effective fighting force to deal with some future contingency, we have to provide the opportunity for the military to practice their skills (and learn new ones).
