Unfortunately my experience of installing PHP is all under GNU/Linux, so
although I can often help out in configuring apache under MS Windows,
IIS I've only used ASP with.

One suggestion, have you asked on the PHP-windows list? That would have
a more appropriate audience I suspect, if you don't get help here.
