file manipulation

see file below
I would like read thru file  find and print the line that says FATAL
or URGENT  and subsequent lines until I get to the next  >>>  check
that line if it says CRITICAL or FATAL print the lines that follow
if I see >>>  with the match WARNING or URGENT  I skip that line and
lines that follow
repeat the above process as I go thru the file
