[ANN] Annouce a new release of netsend (tm) (ver 1.4)

is a light-weight, but powerful and flexible C program that can send
TCP/IP message and optionally waits for response.
Usage: netsend host[:port] [parm...] [-h:hdr-file] [-s:send-file]
[-o:out-file]
[-t:timeout-in-secs]
