PHP for apps

Can I make real apps in PHP?  Internet powered but not internet based I
mean?  Thanks

As in actually running on the client? Probably, yes, but you'd be silly to
IMHO. There's the GTK extension that can provide user interfaces, but PHP
doesn't strike me as the best tool for client-side.
