After talking with ANSI I got the the following address:
www.doceng.com

And from what I can tell they have the document for $20. Now
I only have to figure out how to make them accept my credit card.
For some reason US sites just can't deal with foreign letters
and complains that the addresses don't match. Damn it.

At least one of the COBOL documents I saw had a price tag of $179.

This one seems to be the low-price document:

You might also have to register with DOCENG.

I'm not sure who this document is for.  I have an old hardcopy of the
IBM VS COBOL II Language Reference manual lying around somewhere.  Of
course now I just search IBM's online manuals if forget the exact
syntax of OCCURS DEPENDING ON and SEARCH ALL.
