CGI.pm-3.04

I'm trying and boy is it trying :-))

I have a problem installing CGI.pm-3.04 on a windows machine running
ActivePerl-5.6.1.635-MSWin32-x86 .
I've tried in dos :

copy cgi.pm c:\perl\lib
copy cgi\*.pm c:\perl\lib\cgi

but when I run PPM query it returns no results !

I can see the files but it's not being found by Perl .

Any help most welcome......
