On what basis is this confiscation made, then? Does the US allow Law Enforcement officers to rob its own citizens, purely at the discretion of the Officer? Seems an odd basis to claim a "democracy" on. If someone wins Lotto, for instance, and has a bag with a million dollars in it in their car, could this be subject to confiscation? I can't imagine any society in the world (apart from certain dictatorships/police states) treating their own citizens this way. 'Splain me, please :-) Pete.
