It's now three years after the release of Kylix 3. Is Kylix 4 on the
way, or has Borland cancelled Kylix?

I don't believe there will be a Kylix 4. My company uses Delphi, and
per customer requests, we're porting a few of our applications to
Linux. We downloaded Kylix 3, did some port testing, decided Kylix
would be the best way to go, spoke with Borland's sales and they would
not tell us that we can count on Kylix 4 or continued support for Kylix
3. I believe Borland has stopped Kylix development and they're just
milking the product until people realize that it's a dead end. If you
want to develop on Linux, I recommend using a different development
environment.
