"Working on" means developing. Otherwise it would be "working with".

Maybe. But probably not.
I always find it funny that people want to tell me I have no sense of
humour, just because I don't find some statement someone makes funny.
I have a terrific sense of humour, but that does not mean that I laugh
at everything.
