I think you should ask the customer whether he wants to release or
not. Even when the quality of the system might be bad, if the
customer has commercial advantages despite the bugs, then he might
want to use it. Maybe you can help him with some extra support
afterwards. But that is his decision, try to get him (or the PM)
involved.

So I basically agree with what Wayne said.
