I have just the code for you!

cost? 1 bajillion dollars.

Oh, and world peace...I guess you can't implement that in MatLab

When I google for wavelet human-visual I find papers describing
several algorithms. Which paper are you basing your project on?
The one by Lee, Kim, Kim, and Kim? Or by Beegan? The description
of the one by Huang, Wu, Fung, and Chan is amazingly similar to Beegan's...
But what kind of post-processing are you planning to do on the
compressed images? Is Xiao, Hou and Guo's paper on log Gabor of
importance to your project?

I suspect that if you do not tell us more about your project and
the efforts you have put in so far, that people will likely believe that
you are asking us to do your work for you.

It appears that Andrew implemented in matlab. Perhaps you could
write to him and ask for his code. (If I read correctly, he is
no longer at vt.edu but you should be able to track him down.)
