please some one help me in finding out
how to recognize license plate from video frame using matlab . I just
started so please try to explain it to me step by step.

You have got to be kidding! That sort of stuff is really valuable
proprietary information. It took me months of research to discover an
efficient algorithm for finding license plates in an image.
