Author guideline neeed in data fusion of multiresolution matrices

Respectfully,

I have two matrices containing a data values of a scene. One have
grid of 640x480 and other quite low ,ay be 32x32 . Low resolution
results are more reliable but sensitive to very small objects. High
resolution results are less reliable and might contain some
percentage of wrong values.
Have no geometrical relationship between their co-ordinates. I want
to retain my high resolution and reliable results. (Perhaps by fusing
these grids).
..
possibly
1…I have to position one matrix over the other so that regions of
equal depths exactly overlap each other.
2…Then to fuse data to get more reliable results with high
resolution.

I am unable to think of some possible solution. Could somebody guide
me in this case.
Regards
A
