Author physical area optimization

I haven't used MatLab in many years, so I'm asking for input (and
possibly pointers) on using the software to write an application to
help me optimize the location of items on a physical 2-dimentional
flat surface.

For example, how many 1 inch circles can fit inside an 18 inch
circle, giving minimum spacing requirements between each object and
the outer edge? The large area will always be a circle, but the
inner objects may be circles, squares, or rectangles. For the final
result, I'd like to draw a graphical representation of the final
fitting.

Any thoughts on how to approach this would be helpful!

Thank you,
-randy
