There seems to be quite a bit of confusion about the naming of both the
SDKs and DDKs. The name only indicates the LATEST system that the SDK
supports. They support all(1) earlier systems.

Definitely exclude Windows 98 or ME. This 2003 SDK applies to windows 2000,
windows XP or windows 2003 server, right?

Yes, and actually the latest SDK will still support 95, 98, ME, and NT 4.
The latest DDKs do not, but that's not really relevant here.
