That's like catch22. You may be running in circles without resoult. It can
take you hours and no effect - Frustrating Isn't it ! YOUR BEST OPTION! Do a
good backup( 1/2 hour) Format disk Reinstall your Windows XP ( 45 minutes).
WAIT!Please !!!! than you have clean FAST responding system THAN you need
good Antivirus and firewall. SP-2 helps only to cover holes so nobody can get
to your system and you do not get viruses; trojans ect. Both firewall and
antivirus are doing the same thing IF THEY ARE RUNNING and get updates! SP-2
is for SIMPLE PEOPLE that do not protect themself

you probably allredy disabled it in tools menu. But it still appears on files from local disk.

try this:

choose Tools > Internet Options.
Choose the Advanced tab, then scroll to the Security section.
Enable "Allow active content to run in files on my computer".
Choose OK.

I had the same exact issue as previously reported and could not stop the damn info bar from blocking my flash previews.
