Author Virtual Directory not asking for password

I setup a virtual directory with files in it hanging from domain.com. I set
NTFS permissions on the folder. Then I removed the allow anonymous access
check box. I need the site to ask the user for a username and password.
The site is working great for most people. But there are a couple who don't
get the popup asking for them to insert a username and password. Because
they don't get to do so, they don't get access to the page, and it
immedialtely goes to the "you are not authorized to view this page" screen.
When I first looked into it, I thought it was going to be a problem with a
proxy they were sitting behind. Even though they are at 2 different
companies and locations. But when they use Mozilla Firefox to get to the
site, it works great. It will ask for their password everytime and them
grant them access. Why isn't it working in IE?

The last, normally, setting in security options is how to handle request for
authentication. Set to prompt for user name and password for instance.

There are issues with this as in theory passwords could be viewed if it is not
an SSL connection.
