Database permission error

Hello,

I have a webservice I'm developing on my machine (first attempt at this) and
I'm trying to open a db on one of our servers and I get

Cannot open file <FileName> It is already opened exclusively by another
user, or you need permission to view its data.

It is an Access Db on our network, I looked around and the only thing I
found was to give Network Services and ASP.NET access to the db, this worked
when it was on my machine, but I gave it Network Services permission once I
moved it over to the server and now I can't access the data through the
webservice.
