How to avoid having to deploy crystal reports ? PLease ????

I still don't understand any of Crystal products. This is whatI need to do.
Can someone tell me what I need to do the following ? (I am presently using
Crystal 9.2)

I need to pass parameters, selection formula, table names etc, from my
(windows forms) VB.NET application . Which product do I need to use for
development on my machine and on the Server where I would put all my reports ?

I have Crystal Enterprise 9 on my machine, and Crystal Enterprise 9 Report
Application Server on a server.

I develop my report, then move it to the server. I click an URL on my
program which opens the report OK. But what if I want to pass information to
the report ?
Right now, I am getting a 'System's 0 Concurrent Access License' error

Could someone please help me ?
