Author Using 2003 Smartphone SDK with a 2002 device

I have an old Smartphone that has the 2002 version of the OS on it. I would
like to write Smartphone apps and be able to test them on that device. I
tried installing the 2002 Smartphone SDK but I get an error during the
install.

My question is, can I write an app using the 2003 SDK and run it on my 2002
device.
