Author Enable / Disable WiFi on HTC Smartphones?

For any of the new HTC manufactured Smartphones w/ integrated WiFi
(i-mate sp5, sp5m, etc) does anyone know how to either:

a) programically enable and disable WiFi radio
b) programically wake-up the WiFi radio after if has went to sleep to
conserve power.

I am aware that I can post keyboard events to simulate user keypresses
to accomplish both of these, but this is a less-than-desireable
solution as it has the side effect of turning on the display and
backlight. I'm trying to create a WiFi scanner that won't kill the
battery, so unnecessary display usage defeats my goal.

Thanks.
Jeremy
