adding control panel applet in smartphone

Hi all,

I would like to know is it possible to add a new applet to the control panel
(settings.exe) in smartphone like that in pocket PC ?
I found that there are some "*.cpl.xml" and some related dlls in the
"\Windows" directory. But how to add my own and tell "settings.exe" to load
my dll ?
