Using RAPI, how does one figure out if the connected device is a Smartphone
or not ?

check the registry on the device. the value
HKLM\Devicemap\touch\calibrationdata
comes to mind
HKLM\Platform
might be a help

you might also be able to do somthing with
HKCU\Software\Microsoft\Window CE Serves\Partner\
on the PC
