Possible to get coordinates?

| Just as it is possible to get the local time from a carrier, it is
theorectically possible to get the latitude and longitude, but do carriers
possess this information, and could a developer access that information?

| They do (in US) as it is mandated by E911 legislation. As for getting it
from them - very few will do it and not to the end-user application.
Microsodt Location Server (MLS) has plugins for Sprint and ATTWS (now part
of Cingular). Check out the MapPoint site
