Cell ID to Tower relationship

There is a sample app on this forum that shows how to get a current cell id on your smartphone. The applications works just fine, yet I am not sure how valuable this information is to me. Can someone explain how can i get a tower id from cell id or some other meaningfull information. I have seeing a few apps that use such information to load different profiles based on the cell id like home, office, lover, etc.
however i am thinking of writing an application where one can send the info to a web service and scan through a list of friends and return list of friends that currently in your area.

so, is there a way to get a list of all cells in the us, county or city?
