headset to smartphone

hello,
i am woking on windows mobile 5.0 smartphone
when a user headset is
plugged in, all audio (ringtones, music, etc) go to the headset.
(expected behavior)
now, i want a way if the user headset is on, and if and only if an
incoming call occures, i want the ringtone to go to both
headset and speaker

1) is this possible?
2) what part i need to work on? Ril driver? audio driver? shell? etc
i posted this to Newsgroups: microsoft.public.smartphone before, but i
realised this is the developer newsgroup
