How do i start programming to SmartPhones?

| Hi,
I would like to program something to smart phones and I want to know which
Development tools I need in order to program such application. Plus it will
be great
If you could add URLs to things I should read before I step into it.
I am experienced in the field of C#, C++ programming so the programming
language is not an issue.

| Ok so i can download this and start programming, but how can i check my
programs...i mean is there any kind of emulator or such thing for smart
phones?
and another question: am i have to program in C++ or can i do it in C#?
