I compiled AXSample (ActiveX Sample from SMARTPHONE 2003 SDK) using EVC4
with SP3 and then I signed it.

I tried it on MPx220 (Motorola SmartPhone with Windows CE 4.21, ARMv4):
1. copy AXSample.dll
2. register the dll file using regsvrce (no problems)
3. load test page axsample.htm (from SMARTPHONE 2003 SDK)
After loading the page Pocket IE requests: "Press OK to continue loading the
content of this page."
After pressing the button:
"Microsoft JScript runtime error
Line: 4 Character: 4
Error:'AXSample' is undefined"
After closing the message the page is blank.

I noticed that PIE didn't execute any function from the dll file (I asserted
all functions exported from the dll file)

I tried it on PocketPC 2003 and it worked.

I found solution.
I should tell the smartphone to use developer certificate:
1. Run: "C:\Program Files\Windows CE Tools\wce420\SMARTPHONE
2003\Tools\spdps.exe" /device
2. Select proper certificate.
