Runtime adding server controls into Panel

Hi,
I created one user control that has two Imagebuttons and one grid control.
When i am trying to add the usercontrol into panel i am getting below error.
Error: "Control 'lWebPanel0_Image0' of type 'ImageButton' must be placed
inside a form tag with runat=server"

If i remove the butttons on user control it is working fine. Is there any
thing to set at runtime.
Pls help me in this.
