Is there a way to launch a Windows app from a web browser?

I have a Linux apache server I've been using to develop. That's where I write all of my PERL scripts. Then I check the results from my laptop which is running Windows XP.

How can I write a Perl script that runs on the Linux server, that I can access using a remote Windows machine, and click on links in the CGI from a web browser to launch my desktop apps?
